FSL Consultants

PURPOSE OF DIVISION:

The Food Security and Livelihood (FS&L) Programs Division closely works with the country program team in identifying, planning, implementing, monitoring, and evaluating development and emergency projects and programs in collaboration with local, national, and international partners. 
Currently, FSL focuses on the Recovery and Development of strategic areas and support communities to develop a sustainable livelihood, coherent microfinance system, food security, water sanitation, health, and nutrition based on social cohesion and community participation to support communities affected by conflict, civil war, natural and man-made disasters. The overall objectives of the FSL division are to alleviate poverty and suffering of human kinds by providing them with long term sustainable program, improve the health conditions of the targeted beneficiaries,  increase access to food for vulnerable families through involvement in conditional cash interventions such as Cash for Work (CFW), Cash for Apprenticeship (CFA), and Food for Assets (FFA) programs, increase households income, and rehabilitees food security assets in areas with a high level of food insecurity, where vulnerable households’ livelihood assets are at near collapse and coping strategies are almost exhausted leading to spiraling extreme coping behaviors like sale of houses, land, and productive assets which is greatly compromising their household food security status and reduce malnutrition rate of women and children in collaboration with international donors, INGOs, and UN agencies.

SERVICE PURPOSE:

A food security and livelihood interventions consultants play a crucial role in designing, implementing, and evaluating programs aimed at improving the livelihoods of individuals and communities.
A food security and livelihood consultant will work with Islamic Relief Yemen (IRY) in consultancies conditions and according to the need of consultancy service and will be responsible with regards to the need for the he design, review, analysis, supervision, evaluation and checkup of FS& L, all related interventions that are targeted by IRY under FS&L response in emergency and development context of the crisis and development in all targeted Governorates. 

KEY DUTIES AND RESPONSIBILITIES:

  • Conducting thorough needs assessments to identify the specific challenges, opportunities, and resources available within a community or target group. 
  • Enhancing people’s capabilities and assets to improve their well-being and sustainability.
  • Recommend the tailored interventions that address the actual needs of the beneficiaries.
  • Promoting sustainability in livelihood interventions and ensuring long-term positive impacts on communities
  • Building local capacity, promoting income-generating activities, and fostering resilience to external shocks.
  • Ensuring equal participation and benefits for both men and women.
  • Understand gender dynamics and incorporate gender-sensitive approaches into the consultancy service.
  • Considering conflict dynamics and promoting peacebuilding elements in livelihood interventions.
  • Identify potential risks and propose the mitigation actions.
  • Upholding regional, ethical and national standards in all aspects of the consultancy stages. 
  • Respecting beneficiary confidentiality, obtaining informed consent, avoiding conflicts of interest, and ensuring accountability.
  • Reflective practices, document best practices, and disseminate lessons learned to enhance future programming.

ADDITIONAL RESPONSIBILITIES:

  • Analyze technical requirements and estimate the necessary materials and equipment.
  • Prepare, Review and amend if needed the available studies related to FSL interventions, 
  • Ensuring that prepared BOQ’s are specific and matched with all minimum specifications and required technical documents and datasheets
  • Study/check the availability of the current components and prices in the current local market and should be matching with latest technology, technical specification and prices.
  • Prepare periodic reports to document work progress and compliance with standards and regulations.
  • Document any issues that arise during the mission and take necessary corrective actions.
  • Document the mission process with photos and videos before, during, and after work
  • Provide all necessary support during the tendering processes including, but not limited to prepare/Review a technical evaluation for the bidder’s proposals (BoQs, drawings, specifications, datasheets, catalogs …etc.) against the IRY technical specifications and standard requirements professionally and completely.
  • Supervise selected suppliers during implementation stage and provide corrective actions as appropriate
  • Supervise the in-kind distribution and ensure their precise implementation according to specifications and standards.
  • Monitor the efficient use of materials and equipment under safe supervision.
  • Monitor installation schedules and costs, ensuring compliance with timelines.
  • Coordinate with project officers, and technical teams to ensure effective communication at the worksite.
  • Communicate with community committees and provide guidance and consultation on interventions modality.
  • Ensure that FS&L interventions meet approved technical and environmental standards.
  • Work to achieve project and worker safety during coaching and monitoring operations.
  • Maintain a high level of awareness regarding the security situation in the project area and so take adequate measures to ensure the safety of all staff in the area.
  • Perform assigned related task by the project management.

CONSULTANT SPECIFICATION

A)    EDUCATION/TRAINING 

  • University degree in Agriculture, development studies, engineering or equivalent 

B) EXPERIENCE  

  • 3-5 years’ experience in the fields of services working with INGOs/NGOs
  • Previous experience working in Bait Al Fagih district, Al Hodaidah governorate is an advantage.
  • In-depth knowledge of livelihoods, small and medium enterprises.
  • In-depth knowledge of in review Honey Bees, Livestock, and Agriculture Value chain studies.
  • In-depth knowledge of in review training curriculums related to Business Skills, Honey Bees, Livestock, and Agriculture.
  • Experience in beneficiaries training on the basic skills related to Business Skills, Honey Bees, Livestock, and Agriculture.
  • Experience in evaluation the quality of basic hardware inputs related Honey Bees, Livestock, agriculture and small enterprises.
  • Experience in providing coaching and monitoring to the beneficiaries during the implementation stage.

C)PROFESSIONAL QUALIFICATIONS 

  • Good in English and highly developed communication and advocacy skills, including the ability to write excellent reports concisely and clearly in English.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc).
  • Previous experience working in Bait Al Fagih district, Al Hodaidah governorate is an advantage.

D) COMPETENCIES

Functional Competencies (Required):

  • Consultants must effectively communicate with and involve these stakeholders throughout the project lifecycle.
  • Consultants should be familiar with different M&E tools and methodologies to measure outcomes accurately.
  • Ability to deal with complex situation and solve issues and problems
