The ICRC is looking for a suitable candidate to fill the position of:Buyer

  • Contract type: One year (extendable)  
  • Level of Post : B2

  • Duty Station: Sana’a

Purpose 

This position implies the responsibility for several aspects of the Procurement for the assigned product portfolio under the lead and with the support of both the Team leader and the Country Procurement Manager.
This responsibility implies the strategic evaluation as well as execution of the ICRC procurement plan.

Accountabilities & Responsibilities 

Functional Responsibilities: 

  • Regional accountability for the Procurement of the assigned portfolio/Category. Carrying out Tenders, pre-awarding suppliers, negotiating prices and conditions (under the supervision of the red line manager), drafting Selection tables, contracts, and frame agreements, related to the categories of product mainly for Transport, Impex, Fleet and Airops or any other category that can be assigned to the buyer.
  • Preparing purchase orders in a timely manner and taking care of their supervision from the beginning until the final delivery of the product at the destination, in coordination with the Supply Chain department.
  • Evaluation and joint direct supervision, together with the relevant Department, of the standards of the contracted products and services, guaranteeing a real traceability of the quality of the purchase. Conducts research into the availability of goods and services, to ensure cost-effective procurement of automotive spare parts, third-party maintenance services, and Logistics transport/lifting/handling services.
  • Together with the relevant unit. Identify and qualify suppliers/vendors for automotive spare parts, maintenance services, and transportation, ensuring they meet quality, cost, and delivery requirements.
  • Negotiate contracts, terms, and pricing agreements with suppliers/vendors to achieve optimal value for the organization while maintaining quality standards by Performing Quality assessment evaluation and provide report.
  • Follow up with suppliers on the delivery schedule of goods/services as per terms in the purchase contract (for Fleet only, for Trsp and ImpEx, it’s the contract manager responsibility)
  • Whenever needed, liaises with inspection companies for sampling, laboratory testing, physical inspection and loading supervision to ensure the quality and specifications of delivered goods/services are in conformity with the contract.
  • Together with the ordering Unit, Calculate penalties at the end of each contract according to its terms and conditions.
  • Together with the Contract Manager from the concerned Unit, Leading the SRM (supply relationship management): maintaining a good business relationship with the suppliers through visits and follow-ups that allow to solve the day-to-day constraints, also applying corrective actions plans if needed and implementing the Yearly supplier Performance Evaluation.
  • Together with the concerned Unit, Update and maintenance of the Supplier Database, securing all suppliers fulfill ICRC documentary requirements during its initial registration and subsequently, during its business relationship with the ICRC along with update of the supplier’s data base.
  • Together with the concerned Unit, monitor market trends, industry developments, and regulatory changes affecting ICRC responsibilities.
  • Properly upload all required purchase order files on Profile (Paperless project) in a timely manner for internal-external audit purposes.
  • Collaborate with cross-functional teams, including engineering, operations, and finance.
  • Oversee the Fleet procurement process from requisition to delivery, ensuring timely and accurate fulfillment of orders while maintaining inventory levels and minimizing stockouts.
  • Ensure compliance with organization's internal policies, procedures, and regulatory requirements related to procurement, including ethical sourcing practices and supplier diversity initiatives.
  • Ensure proper usage and management of ICRC procurement tools: STM, Profiles, and procurement files in TS).
  • Monitor Dashboards (MoPed, Retroactive, Purchasing, and Supplier OTIF) to be aware of the status in the system and remain compliant.
  • Actively take part in training on new ICRC tools/Dashboards/procedures and integrate their use into the daily way of how to handle these tasks.

  • Geographical remit: mainly local, occasionally regional. 

Relationships 

  • Internally, interacts with delegation staff. 
  • Externally, interacts with a network of professional contacts within suppliers and NGOs. 

Certifications/Education Required 

  • High school diploma. 
  • Certifications in purchasing, procurement or supply-chain management. 
  • Confirmed technical skills in procurement. 
  • Computer proficiency. 
  • Good command of English and/or French. 

Professional Experience Required 

  • Good knowledge of the local market(s).
  • 3 years' experience in a similar position.
  • Good knowledge of and experience with financial rules, procurement procedures, and supplier management.
