General Information about the Mission

PU-AMI’s Context & Strategy:

Première Urgence - Aide Médicale Internationale (PU-AMI) is an international, non-profit, non-political, and non-religious humanitarian organization which aims to provide rapid global response to the basic needs of populations affected by humanitarian crises to help them regain independence and dignity. PU-AMI provides assistance to more than 6 million people throughout 24 countries, with more than 2,500 staff worldwide.
PU-AMI adopts an integrated approach, to identify and understand the full array of the needs of the people affected by crises. This innovative approach is at the core of every PU-AMI-supported project to better target and prioritize actions, stabilize and improve the situation of the most vulnerable groups. It allows the teams to take all aspects of a problem into account, to come up with an efficient combination of solutions, which will have a powerful and long-lasting impact on the affected populations. In this respect, the organization runs worldwide around 190 projects a year, most of which are focused on Health, Nutrition, Food Security, Water, Sanitation and Hygiene, Psychosocial Support, Education and Protection activities. 
In Yemen, PU-AMI is supporting 21 health facilities (Health Centers, Health Units and Therapeutic Feeding Centers) in four Districts in Hodeidah (Al Mighlaf, As Sukhnah, Al Mansuriyah and Al Qanawis), three Districts in Raymah (Bilad at Ta’am, Al Jabin and Mazhar) and two Districts in Taizz (Al Mokha and Mawza). PU-AMI’s operations are managed by two field offices in Hodeidah and Mokha cities, both supported by the Sana’a coordination office. PU-AMI recently established a second coordination office in Aden. 
PU-AMI is participating actively in clusters and sub-clusters (health; nutrition; food security and livelihoods; WaSH) and works closely with relevant government departments.

Overall Objective

The Senior (Sr.) Health and Nutrition Program manager (SHN-PM), under the overall management and supervision of the Health and Nutrition Coordinator contributes to the continous improvement of the quality of care for all health and nutrition programs in PU-AMI’s areas of intervention. The SHN-PM acts as a liaison person between the Health & Nutrition Coordinator and the technical health team in the field and support the Health and Nutrition Coordinator in coordinating the activities of the departments. S/he provides support to the Health & Nutrition Program Managers and Activity Managers, PSS Manager and Country Pharmacist to harmonize and standardize processes, tools, and guidelines within PU-AMI Yemen mission. The SHN-PM ensures program coordination and provide technical trainings on a day-to-day basis in the field with the objective of maximizing coherence with PUI’s health framework, national and international protocols/ guidelines, and best practices as well as representing PU-AMI at national and sub-national levels clusters and other interested parties, including MoPHP when needed.

Tasks and Responsibilities

  • Programs Management:  Conduct assessments, quality assurance, implementation and monitoring of health service provision while integrating PUI’s health policies, national/ international health standards and guidelines to ensure the provision of quality services. 
  • Human Resources:  Technically support the Health Coordinator in the management of the health team countrywide, provide support to Project Managers for recruiting technical staff and help facilitate technical training activities based on identified needs.
  • Logistics and Administration:  Ensure compliance of activities falling under the responsibility of this position with logistical and administrative procedures and stand in for the health and nutrition coordinator during his/her absence.
  • Representation:  Represent PU-AMI with partners, authorities and local actors involved in the implementation of health programs as delegated and act as the health coordinator in his/her absence.
  • Safety Management:  Contribute to efforts aimed at ensuring compliance with safety rules at project sites and transmits all information relating to safety concerns to immediate supervisor.
  • Reporting:  Contribute to ensuring that the highest quality of internal and external reports is readily available for utilization as needed and on time. 
  • Strategy Formulation:  Contribute to the development of new interventions based on identified needs.
  • Technical Support/Program Learning and Adaptation:  Support the program team by offering technical input into the day-to-day activities as well as work along with the MEAL team in adapting to new strategies from lessons learnt in the implementation of the projects.
  • Proposal Developments:  Provide technical information to Health and Nutrition Coordinator on program component during proposal writing.
  • Leadership: Ensure full responsibility of health and nutrition activities implementation countrywide in the absence of the Health and Nutrition Coordinator while seeking line management responsibility or support from the Deputy Head of Mission. 
  • Field Monitoring Visits: Ensure periodic travels to project sites in Northern and Southern Yemen to provide physical support to the technical field teams for the purpose of evidence-based proof on quality program implementation.    

Specific Goals and Related Activities

1.    QUALITY ASSURANCE/TECHNICAL SUPPORT FOR THE HEALTH AND NUTRITION PROGRAMS

  • S/he works to support the Health Coordinator on the definition and improvement of quality health care service provision.  
  • S/he develops and implements Standard Operation Procedures (SOP) in coordination with the Health & Nutrition Coordinator and inputs from the Activities Management (AM) and Program Managers (PM). 
  • S/he supervises in coordination with the AMs and PMs, the operation of health activities and monitors the quality of care.
  • S/he assess and ensures that tools and practices across the whole mission are harmonized and capitalized and in coherence with PUI health framework, international and national health standards and guidelines. 
  • S/he ensures proper archiving of all the documents, tools and training materials produced and ensures the availability for all the health teams in the mission.  
  • In coordination with the AMs and PMs, s/he ensures, appropriate health service provision, usage of medications, medical consumables or equipment according to the implemented Standard Operation Procedures of PU-AMI and Donor’s requirements. 
  • S/he ensures reports on health activities and consumption of medical supplies are prepared and analysed by the health team.
  • S/he monitors the health and nutrition programs through regular field visits and reports directly to the health coordinator while making improvement through reasonable inputs during field visits with the health and nutrition PMs or the activity managers.
  • S/he continuously supports the AMs and PMs in direct supervision through checklists and observations.  
  • S/he ensures that epidemiological data are recorded, analyzed and shared by the health team to the Health Coordinator, in coordination with AMs and PMs, in line with internal approved requirements.
  • S/he ensures reports on health and nutrition activities, in particular in relation to epidemiological data, consumption of medical supplies, indicators and results of the mission’s health programmes are monitored and analysed.
  • S/he provides technical support for programmes by responding to technical questions, analysing health and nutrition strategy and identifying solutions to problems.

2.    SUPERVISE/ TRAIN THE HEALTH AND NUTRITION TEAM

  • S/he undertakes trainings need assessments (TNA) of project health staff in the mission. 
  • S/he organises meetings and facilitates training for medical/health staff based on the TNA.
  • S/he develops in coordination with Health Coordinator, the Health Nutrition Program Managers (PMs), the MHPSS Manager and Activity Managers (AMs) training plans for PU-AMI health staff and coordinates actively trainings with local and international partners (UN agencies, MoH staff, hospitals, and others).
  • S/he participates in writing up job descriptions for the members of the health and nutrition teams, and plays an active role in recruitment (interviews, tests, etc.). 
  • S/he participates in defining all health and nutrition positions for the mission (recruitment, training, monitoring, setting objectives, support and assessments for local staff) in conjunction with the relevant AM, PM and Field Coordinators, as well as with the Health Coordinator.
  • S/he shares technical training opportunities with the staff through field visits or virtual calls. 

3.    ENSURE LOGISTICAL AND ADMINISTRATIVE MONITORING OF HEALTH AND NUTRITION PROGRAMME(S)

  • S/he supports and trains, in coordination with the AMs, PMs, and the Pharmacist, the health team on medical logistical orders to ensure that requests are in line with the procurement framework and internal procurement guidelines.  
  • S/he participates in analysing orders for medicines, consumables and medical equipment placed by project technical managers.
  • S/he participates in supporting the logistics team to prepare medical documentations for Customs (international shipments).
  • S/he contributes to analysing bids made by suppliers for purchases with stringent technical specifications.
  • S/he contributes to the review of medical commodities supplies report to reconcile quantities received against supplies made for onwards internal and donor’s reporting purpose. 

4.    REPRESENTS PU-AMI WITH OTHER STAKEHOLDERS

  • S/he represents the organization with local actors involved in the implementation of medical programs and ensures that good relations are maintained with each of them.
  • When necessary, s/he participates in Health Cluster meetings and reports on highlights to the Health Coordinator.  S/he also participates in other coordination meetings, representing PU-AMI at both regional and national level when necessary. 
  • S/he ensures that epidemiological data, medical protocols, national health policy and the programmes implemented by key players in the healthcare sector (WHO, UNICEF, MOPHP etc.) in the country are in line with the Health Clusters’ approach and the Country Health Protocol, and also analysed in conjunction with the Health Coordinator.
  • In the event of visits from Donors, s/he participates actively in the preparation and the smooth organization of the visit.
  • S/he represents the health coordinator to all stakeholders in the absence of the health coordinator.

5.    ENSURE THE SAFETY OF PROPERTY AND PEOPLE

  • S/he ensures that the safety plan is known by the team falling under his/her responsibility or the health countrywide teams at large and ensure vigorous monitoring to make sure safety rules are respected.
  • S/he ensures that projects, methodologies, or selection criteria do not place beneficiaries, PU-AMI staff or any other persons at risks at any time of projects’ activities implementation. 
  • S/he alerts the Head of Mission, Deputy Head of Mission and Health Coordinator without delay, in case of impending danger to teams or beneficiaries.

6.    REPORTING  

  • Contribute to the preparation of monthly medical report to show the epidemiological trends, highlight the achievements, challenges, etc.
  • Review as may be needed both internal and external reports requiring health and nutrition department input.
  • Collect and review the monthly health and nutrition reports from the PMs and submit the reports via the cluster’s platforms in a timely manner.
  • Maintain good communication with the information management officers of the health and nutrition clusters.
  • Participates in bases, programs/medical/pharmacy team meetings, as required and supplied needed information on national epidemiological trends as may be required.

7.    MONITOR AND UPDATE HEALTH STRATEGY

  • S/he participates in identifying health-related needs in coordination with the Health Coordinator.
  • In the context of identifying new operations, s/he technically supports the PMs in the preparation of project proposals for the health sector.
  • S/he participates to the annual reflection and strategic development workshops with the mission’s health, nutrition and PSS staff as necessary.

8.    TECHNICAL SUPPORT/PROGRAM LEARNING AND ADAPTATION

  • S/he provides technical support for programmes by responding to technical questions, constantly critically analysing the effectiveness of the health and nutrition strategy and identifying solutions to problems.
  • S/he Supports health department in translating guidelines from Arabic to English or Vice versa.
  • S/he support field team on establishing and following up on the eDEWS system at the health facility level.
  • S/he participates in lessons learned workshops and other program learning activities and ensures lessons learnt are properly archived.
  • S/he contributes to the adaption of implementation and monitoring methods for health and nutrition activities on projects run by the mission.
  • S/he works in collaboration with the MEAL team to ensure that monitoring data is effectively used to inform programming and decision making.
  • S/he identifies and suggests ways to improve gender equality and protection mainstreaming in the health and nutrition program

PRIORITIES OF THE DEPARTMENT FOR THIS POSITION 

  • Development of complementary working tools to improve the work of the program countrywide. 
  • Provision of technical guidance to the mission’s program staff for quality assurance during implementation 
  • Working with MEAL Team to design effective reporting tools on indicators and adhering to the use of the tools that will be produced to improve program’s success against indicators. 
  • Building program staff capacities to forge proper succession plans for the sake of continuity and retention of competent and reliable technical staff. 

REQUIRED SKILLS AND EXPERTISE 

Mandatory Requirements: 

  • Education Background: Bachelor’s degree in medical science is mandatory, advance degree in the same discipline such as master’s is an added advantage, professional trainings in nutrition and/or Pharmacy Management is a plus. 
  • Language Skills: English Language skills for effective communication with foreign nationals is required, excellent expertise in oral and written Arabic language is a must. 
  • Working Experience: Minimum of 5 years of work history or experience with INGOs and above.
  • Conceptual Skills: Experience working with Health Authorities in Yemen is very essential for this job with strong diplomatic or negotiation skills.  
  • Computer Skills: Microsoft Office Pack is required, any other expertise in IT related trainings such as the use of Saga or other online applications for reporting and medical commodities stock management is an added advantage. 

Others Expertise: 

  • Team Management Skills with strong team spirit with conflict mitigation and resolution experience.  
  • Sound knowledge about administration specifically in budget monitoring and management with standard compliance regulations in procurements and warehousing of medical commodities. 
  • Knowledge about donor’s procedures (ECHO, CDC, BHA, UN Agencies and others). 
  • Ability to work independently with limited supervision and under pressure. 
  • Self-started, proactive in making new initiatives with high sense of responsibility with an expertise of risk analysis and mitigation.   
  • Capacity to quickly adopt to organizational culture with rigor and ability to meet deadlines. 

SALARY AND BENEFIT PCAKAGE 

Salary: 

  • This is a Senior Manager Level Position with a very competitive salary package that falls within Level-12-C of PU-AMI Salary Scale.
  • Further negotiation on salary adjustment is possible based on the skills and competencies that will be exhibited by a wining candidate.
