Background:

Yemen Red Crescent Society was established in 1970 after the presidential decree no. (51) that aimed to establish the Yemeni Red Crescent Society with a headquarters in Sana'a with it is branches in the governorates. With its capacity, YRCS is well well-experienced National NGO for protecting civil society affected by natural disasters and post-conflict in the timeline of emergency response. YRCS has a strong relationship with branches of it is a community and a reputation for being a reliable displacement and emergency response agency. As partners of the different members of the International Red Cross and Red Crescent Movement, they support communities in becoming stronger and safer through a variety of development projects and humanitarian activities. The Movement also works in cooperation with governments, donors, and other aid organizations to assist vulnerable people around the world.

Job Summary

The civil engineer will work closely with the engineer supervisor to develop and implement a comprehensive rehabilitation and reconstruction plan. The civil engineer is responsible for the overall implementation of house rehabilitation and reconstruction activities for returnees. The civil engineer will also be responsible for supervising and managing a team of construction workers and ensuring that all work is completed to a high standard.

Main Duties and Responsibilities

  • Using computer software for developing project designs As AutoCAD.
  • Resolve design and development problems.
  • Diagnoses and troubleshoots equipment as required.
  • Draws up work schedules and communicates with beneficiaries.
  • Delegates tasks and schedules meetings and training sessions where required.
  • Negotiates with suppliers and vendors to ensure the best contracts.
  • Managing related budgets and project resources.
  • Scheduling material and equipment purchases.
  • Ability to make BoQs. Bill of Quantities." It is a document commonly used in construction and engineering projects to provide a detailed breakdown of the quantities, descriptions, and specifications of the materials, labor, equipment, and other items required to complete the project.
  • Making sure the project complies with legal requirements, especially health, safety & environment.
  • Assessing the sustainability and environmental impact of projects.
  • Ensuring projects run smoothly and structures are completed within budget and on time.
  • Conduct on-site study/research and analyze data (maps, reports, tests, drawings, and others).
  • Carry out technical and feasibility studies and draw up blueprints that satisfy technical specifications.
  • Supervise and mentor staff and liaise with a variety of stakeholders
  • Organizes materials and ensures sites are safe and clean.
  • Estimates the damages in the beneficiaries' homes, follow up, and sets up bills of quantities for restoration.
  • Ensures appropriate materials and tools are available.
  • Follows up on the work and submits daily reports on the percentage of completion.
  • Provides technical advice and suggestions for improvement on particular projects.
  • Liaises with the local authority to ensure compliance with local construction regulations and by-laws.
  • Provides technical advice and solves problems on-site.
  • Ensures project packages meet agreed specifications, budgets, and/or timescales.
  • Hand over the resulting structures and services for use
  • Comply with guidelines and regulations including permits, safety etc and deliver technical files and other technical documentation as required.
  • Develop technical designs, and detailed BoQs with cost estimates, drawings, and structural calculations for required construction work in line with existing local, national, and Protection cluster standards.
  • Develop a detailed implementation plan for the scope of work required from the initial stage to the completion of the work and for the post-handover stage.
  • Provide technical and professional support to the field team and volunteers.
  • Write and submit all kinds of required reports.
  • Document and share lessons learned in a comprehensive and detailed manner to enable tracking trends on changes on a timely basis.
  • Submit weekly activity reports and field visit reports at critical stages of construction works.
  • Prepare the final receipt certificate and submit reports to the Engineer Supervisor so that the ' dues are paid.
  • Produce reports on project status.
  • Raising reports or suggestions in case of any breach in the quality of implementation
  • Receiving/dealing with all the letters/requests provided by the contractor, and deliver/discuss them with the field supervisor.
  • Ensure adherence to safety protocols and procedures on site.
  • Any other tasks and costs assigned by the Project Officer or the project manager to ensure the appropriate and appropriate implementation of the project's activities.

Job Specifications:

Job Requirement (Qualification and Experience)

  • A degree in a relevant subject, such as civil or structural engineering, or another related subject like construction.
  • At least 2 years of professional work experience in similar.
  • Experience in working in the humanitarian or NGO sector.
  • Fluency in English, writing, reading, and speaking.
  • Ability to multitask and deal with stressful situations.
  • Ability to adapt within the working environment.
  • Ability to work independently and as part of a team.
  • Familiarity with the specific context and challenges of working in IDP hosting sites.
  • Excellent communication and interpersonal skills to effectively engage with diverse stakeholders, including local authorities, international organizations, and community members.
  • Proficiency in using Microsoft Office and design/ construction applications, such as Word, Excel, and AutoCAD, for data collection, analysis, and construction reporting.
  • Experience in the construction or rehabilitation of Houses.
  • Solid experience in conducting assessments, site visits, and monitoring visits.
